Back then it was simply called "Chocolatey PayDay." Today, I saw it in a vending machine and immediately bought two of them under the new name "Avalanche." It was exactly as I remembered! As for the bar itself, it's completely covered by chocolate (or "a chocolatey" coating). Maybe the wrapper was meant to look like a chocolatey avalanche was coming down the PayDay from the top of the bar? I was a little confused because I got a limited edition chocolate covered payday earlier this year, but it was covered with real chocolate ... not a "chocolately coating".
